Characters · Protagonist Lucia Caminos Half of the playable duo and the first GTA lead woman with a full voice. Raised in Liberty City by a father who put boxing gloves on her before most kids get a bike, she took the fall defending her family and walked into Leonida Penitentiary — then walked out on a lucky break. Jason might be her ticket to the life her mom always wanted.

Characters · Protagonist Jason Duval The other half of the duo. Grew up surrounded by small-time hustlers, escaped into the Army, and came out the other side running product for drug smugglers in the Leonida Keys. He crashes rent-free in a Key Lento stilt house owned by Brian Heder — payment comes in shakedown work. Wants a quiet life; keeps not getting one.

Characters · Major character Cal Hampton Jason's friend and coworker at Brian's boatyard. A happy conspiracy theorist who'd rather stay home with a beer, a police scanner, and the Coast Guard frequency than go anywhere. Rockstar pitches him as living at the low tide of America — and loving it.

Characters · Major character Boobie Ike Vice City royalty who converted street credibility into a legitimate portfolio: real estate, the Jack of Hearts strip club, and a recording studio. His heart is in Only Raw Records, the label he runs with Dre'Quan Priest.
